Security Patrol

For the past several years, Winlow Place has contracted with the Harris County Precinct One Constable office (through the Upper Kirby District) to patrol Winlow Place 24/7. This service was discontinued in the last quarter of 2005 due to an unsustainable increase in price levied by the Upper Kirby District.The Winlow Place Civic Club has explored other avenues to re-activate the patrol with no success.

Currently, our best deterrent to crime in our neighborhood is vigilance and communication. Report any suspicious activity to your block captain and to the civic club security officer. We will in turn make our neighbors aware of the activity through reporting in the newsletter and email broadcast. We will also make the HPD and the district One Constables offices aware of suspected or actual criminal activity in our neighborhood.

Crime Stats

The HPD and Harris County Constable's office compile crime stats individually. HPD posts Each month's stats around the 25th of the following month. (Example: January stats will be posted around February 25th.)

At this point we do not have access the the Harris County Constable's office crime stats.

The Houston Crime Maps website has a very useful mapping interface to show where on the map concentrations of crime occur. If they keep the data current, it is far superior to the HPD crime stats website. Click here to view it.

6/01/08 1900 Blk. Hawthorne Block captain reports that a weedeater and lawn mower were stolen from backyard. Two bikes were stolen from the same backyard a couple of weeks prior to this. All items were unsecured in the backyard and the theft was at night. Thefts were reported to the Constables.
5/05/08 1700 Blk. Kipling A bike was stolen out of garage at night . Thief left a "trade" of goods for bike - Chair, boots, out door lantern.
4/28/08 Hawthorne@Hazard A white man in his late 30s went through the back gate of this property and tried to get into the house. The back door, is double pane french doors. He got a large pot and broke every outside pane on one door. The suspect failed and left the property, The suspect looks normal and doesn't appear to be homeless, is white, has blondish hair and fairly non-descript. HPD came out and spoke the tenant, and the officers' names are D.P. Caballero and C.G. Cardenas, from Unit # 1A31P. The Incident # is 062046808-Mi.
4/10/08 1700 blk, W. Alabama Buisness/residence 5:45PM- Smash and grab of large screen TV. Considerable collateral damage. Suspects a muscular black man with a baseball cap about 5’10” and a thin white man with a scraggly beard and plaid shirt about 5’8” Their behavior suggested that they are drug addicts.. This comes on the heels of having three bicycles stolen, and a laptop computer.
3/17/08 Woodhead @ KiplingSt. A car was stolen out of the driveway of a residence at the corner of Kipling and Woodhead. The theft (2005 dark silver Altima) occurred sometime between 10:00 p.m. and 7:00 a.m. Reported to HPD and Constables.
2/11/08 Hazard @ KiplingSt. New property owners reported graffiti on fence facing Hazard
9/22/07 Woodhead @ KiplingSt. Jeep was vandalized at night while parked owner's driveway (under two flood lights). They slashed the rag top and ransacked the vehicle.
9/21/07 1900 Blk. Harold St. Car parked in driveway was broken into and vandalized. iPod and sunglassess were stolen.
9/21/07 1900 Blk. Hawthorne St. A lawn service guy had a weedeater stolen out of the back of his truck at Noon.
9/21/07 1900 Blk. Marshall St. 1800 Block of Marshall. Six cars so far maybe more were broken into at night. Some on the street and some behind 2 duplexes.
7/29/07 Westheimer @ Hazard St. two young men (likely teenagers) tagging at Westheimer and Hazard about 7:15PM or so. It was called it in to HPD. They were driving a Ford SUV, license plate number (001-GDG).
7/07/07 1900 Blk. Marshall St. Owner of property discovered that back fence had been damaged in an apparent attempt to enter the back yard. A large kitchen knife was found next to the damaged fence.
7/07/07 Woodhead @ KiplingSt. Owner of property found the fence facing Woodhead was 'tagged' with graffiti
6/28/07 1900 Blk. Harold St. Verbal harassment which culminated in the destruction of two young trees and mutilation of other trees. The suspect is a black man, apparently homeless and possibly derranged who is sometimes on a bike
4/02/07 1700 Blk. Harold St. Burglary.Back door was forced open and a television was taken. Occurred late morning. The backyard is secured with a low wall and 4 to 5 ft. security gate.
3/10/07 1800 Blk. Marshall St. Kick-in burglary. Occurred between 10-12AM, thought to include 2 people, one walking the street as lookout and one to kick-in the back door. Large electronics among items stolen.
1/2/07 1700 Blk. Alabama St. Auto vandalism, bike theft, entry into garage for vandalism and theft. Burglar returned days later to repeat theft. White man, 6 feet tall, shoulder length wavy hair, black leather jacket, few days growth of beard.
10/3/06 Kipling @ Woodhead St. Theft- Repeat auto vandalizm at this location. Please do not leave valuables in auto.
 10/1/06 1800 BLk. Harold St. Three instances of crime have occurred at this duplex in the past 3 months. (1) bike was stolen from backyard - which is and was gated and locked. (2) car was broken into in front of same duplex. (3) truck was stolen from in front of same duplex. It was found 2 weeks later at an impound lot.
9/18-21/06 1900 Blk. Harold St. Theft- auto vandalized during the day. Three days later, criminal trespass and attempted theft by young blond white man on a BMX-style bike
9/10/06 1700 Blk. Marshall Auto vandalism- Two trucks w/ windows smashed and interiors destroyed. Camera and stereo stolen.
8/7/06 1700 Blk. Alabama Theft - antique iron table with marble top stolen from the front of Bradshaw-Carter at 1734 West Alabama.
